Is it just me or does the cover to Green Day's upcoming album, 21st Century Breakdown seem to be either by or a rip off of a Banksy piece?

If it is, then Bansky stole it from The Watchmen, which features a very similar spray-painted image on walls in almost every chapter.

exactly what I thought the moment I saw it - kind of strange considering Armstrong wouldn't let go of the album in the studio because of the attention to detail.
