It has nothing to do with being as smart as Giuliani, it has do with a comment that is undeniably correct. And great point about sept. 11, 2001 an entire 7 months after taking office!

what does time matter? 7 months, a year, 2 years. It's not like there was some great terror initiative just waiting in the wings and the attack forced them to bring it out early. If you're stupid enough to believe that anyone cares who's in office in the US before attacking us, you've missed the entire point.
